Consultation on proposed modifications to site allocations

Broadland District Council’s latest consultation – Site Allocations DPD - Modifications (Post Hearing) – is now available to view and comment.
 

For Reepham a main modification to Broadland’s Site Allocations DPD is that vehicular access is to be from a realigned and improved Broomhill Lane

 
The Site Allocations Development Plan Document (DPD) is an emerging Local Plan document that sets out those sites across the Broadland district that are deemed suitable for certain forms of development, such as housing, employment, community facilities, etc.
 
The document should be read in conjunction with the National Planning Policy Framework (NPPF) and the Joint Core Strategy (JCS) for Broadland, Norwich and South Norfolk, as well as other Local Plan documents that make up the Broadland Development Plan. Together these documents make up an overarching plan for the future development of the area that forms the basis for decision-making.
 
Reepham is identified as a Key Service Centre in the Joint Core Strategy where around 100-200 new homes are proposed up to 2026 (subject to overcoming sewage capacity constraints), with the encouragement of appropriate local job growth.
 
The main site (PS48-01) off Broomhill Lane of 8.2 hectares is proposed for residential development and community facilities (including cemetery land, recreational open space and a sports hall). This comprises land to the north (5.7 hectares) and south (2.5 hectares) of Broomhill Lane, which will accommodate a total of 100-120 homes.
 
A smaller site (PS48-02) comprises 2.8 hectares of land at the former station yard on Station Road, Reepham, on which is proposed a mixed development of residential and employment, accommodating around 20 homes, B1 and B2 employment uses.
 
Broadland District Council submitted the Local Plan document to the Planning Inspectorate in September 2014. There has already been a consultation earlier this year on possible modifications arising from an initial exploratory meeting with the Inspector. Since then, a public hearing has taken place relating to the Site Allocations DPD.
 
As requested by the Inspector, the Council is now consulting on further possible modifications to this document. The results of this consultation will assist the Inspector in deciding whether or not the Local Plan document is sound and legally compliant.
 
Comments are sought specifically on the proposed modifications to the Site Allocations DPD. These modifications are divided into two types: Main Modifications and Additional Changes. Main Modifications are those that need to be made to the Plan’s policies or other content in order to make it sound or legally compliant. Additional Changes are minor, factual amendments that do not relate to soundness.
 
For Reepham a main modification for site PS48-01 is that vehicular access is to be from a realigned and improved Broomhill Lane, incorporating appropriate traffic management measures and footway provision, with pedestrian access linking to Park Lane and Broomhill Lane.
 
The relevant documents can be viewed and comments made on Broadland District Council’s Consultation Portal. Comments close at 5 pm on Tuesday 13 October 2015.
